The quick answer
Three records have to agree. On the service item, set Revenue Recognition Rule to a percent-complete rule such as Default Percent Complete and Create Revenue Plans On to Project Progress. Create the project. Then enter the project in the Project column of the sales order line. After the order is saved and revenue arrangements are updated, the arrangement's revenue element shows the rule and Project Progress. Its Revenue Plan Status stays Not Started until the project reports progress.

Before you start
This is Advanced Revenue Management (ARM), and the Project Progress option also needs the Projects feature. You need a role that can create items, projects and sales orders and run the revenue arrangement update, plus open accounting periods for the dates you expect to recognize revenue in. The item should be set up for deferred revenue, so check its Direct Revenue Posting box is cleared and a deferred revenue account is available, either on the item or from your account defaults. Don't mix a deferred-revenue item and a direct-posting item on the same order.
The example sells a fixed-price pump upgrade to Lakeside Utility for 48,000.00. The goal is that revenue follows how much of the project is done, not the order date and not an even monthly spread. The item is a Service for Sale item named Controls Integration Services. The recording starts on the item's Revenue Recognition / Amortization subtab, so it doesn't show the other fields NetSuite may require on the item, such as an income account or a tax schedule. Fill those in the way your account needs.
This guide covers the setup only. It ends with an arrangement that is waiting for progress. Entering the project's progress each period and creating the journals are separate work, and the recording doesn't show them. In this account the revenue plan update frequency is manual, which is why step 05 runs the update by hand. If yours updates on a schedule, the arrangement appears after the next scheduled run. Menu paths come from this account. If a page isn't where it says, search for its name in global search.
01. Set the item to follow project progress
Go to Lists > Accounting > Items > New and choose Service > For Sale. Enter the Item Name/Number, here Controls Integration Services, then open the Revenue Recognition / Amortization subtab.
A new item starts with Revenue Recognition Rule Default Standard, Rev Rec Forecast Rule Default Standard and Create Revenue Plans On Revenue Arrangement Creation. That combination builds plans from the arrangement, not from the project, so leaving it alone defeats the point.
Change three fields. Set Revenue Recognition Rule to Default Percent Complete. Set Rev Rec Forecast Rule to Forecast - Straight Line. It's required on the item and only shapes forecast plans, which never post, so it has to be an ordinary forecast rule, not the percent-complete one. Set Create Revenue Plans On to Project Progress. The list also offers Fulfillment, Project Revenue Event, Revenue Arrangement Creation and Subscription Events, and each one builds plans from that event instead. Click Save.
02. Check the percent-complete rule
On the saved item, open Revenue Recognition / Amortization. Revenue Recognition Rule is now a link. Click Default Percent Complete to see what makes the rule work.
The rule record shows Amount Source Event-Percent Complete, and both Rev Rec Start Date Source and Rev Rec End Date Source Event Date. The amount comes from the project's percent complete, and the dates come from the progress events, not from the order. This is the Default Percent Complete rule that comes with ARM, so look at it and leave it alone. If you need your own, create a rule under Lists > Accounting > Revenue Recognition Rules > New with the same sources. Where that list lives depends on your role and account.
03. Create the project
Go to Lists > Relationships > Projects > New. Enter the Project Name, here Pump Upgrade, and choose the Customer, Lakeside Utility. Enter a Start Date, 09/08/2026, and choose the Subsidiary, Keystone US. Project ID reads To Be Generated until you save.
Click Save. NetSuite assigns the ID, so the project reads PRO214 Pump Upgrade for Lakeside Utility, and Percent Work Complete is 0.0%. Progress comes later, period by period, from the project's completion or a percent complete override. This guide doesn't enter it.
04. Put the project on the sales order line
Go to Transactions > Sales > Enter Sales Orders and choose the Customer, Lakeside Utility. Set the Date to 09/08/2026. On the item line, choose the project in the Project column, Lakeside Utility : PRO214 Pump Upgrade, then the item, Controls Integration Services. Enter Quantity 1 and Rate 48,000.00. Leave Rev Rec Start Date and Rev Rec End Date empty, because the project's progress supplies the dates. Click Save.
In this account the saved order is Pending Billing for 48,000.00, with the project on its line. It's a service-only order with nothing to fulfill, but the status depends on your item and billing setup. Without a project on the line, there is no progress for the revenue element to follow.
05. Update revenue arrangements
Go to Transactions > Financial > Update Revenue Arrangements and Revenue Recognition Plans and click Update Revenue Arrangements. Two submissions appear as Pending: Update Revenue Elements and Update Revenue Arrangements. Click Refresh until both read Complete. Here each shows 0 Errors. If yours reports errors, fix those before moving on.
06. Check the revenue arrangement
Open the sales order again and go to Related Records. Click the link on the Revenue Arrangement row. Here it is arrangement 614 for 48,000.00, with status Approved.
On the arrangement, Total Revenue Amount is 48,000.00 and Revenue Plan Status is Not Started. That is expected. Nothing is scheduled on the actual plan until the project reports progress. After that, updating the plan schedules the revenue and creating revenue recognition journal entries posts it.
Scroll the Revenue Element row to the right. Revenue Recognition Rule shows Default Percent Complete and Create Revenue Plans On shows Project Progress. That is the proof the item's setup reached the transaction.
Check the result
- The item shows Default Percent Complete, a forecast rule and Create Revenue Plans On Project Progress.
- The rule's Amount Source is Event-Percent Complete, and both date sources are Event Date.
- The project saved with an ID, here PRO214, and the sales order line names it.
- Both update submissions read Complete, and the error count is 0.
- The arrangement holds 48,000.00, Revenue Plan Status is Not Started, and its revenue element shows Default Percent Complete and Project Progress.
Common questions
What makes a revenue recognition rule a percent-complete rule?
Its Amount Source is Event-Percent Complete. Default Percent Complete also uses Event Date for both Rev Rec Start Date Source and Rev Rec End Date Source. So the project's progress sets how much is recognized, and the progress events set when.
What should Create Revenue Plans On be for percent-complete revenue?
Project Progress. It tells ARM to build the actual plan from the progress the project reports. The item's rule and this field have to agree. A percent-complete rule with a different event leaves you with a mismatched setup.
Why is my Revenue Plan Status Not Started?
On a new percent-complete arrangement that's expected. Update Revenue Arrangements creates the arrangement and its revenue element, but the actual plan waits for project progress. Until the project reports some, nothing is scheduled. Here arrangement 614 holds 48,000.00 and reads Not Started.
Do I need Rev Rec Start and End Dates on the sales order line?
Not for this rule. Both date sources are Event Date, so the progress events supply the dates and the line's two date fields stay empty. A rule with other date sources can need them, so check the rule before you copy this.
Why does the sales order line need a project?
The Project column ties the revenue element to the work whose progress drives recognition. With no project on the line, there's nothing to follow, so the percent-complete setup can't do its job.
What does the Rev Rec Forecast Rule do?
It shapes the forecast plan only. Forecast plans are estimates and never post, and the actual amounts still come from the project's progress. NetSuite requires a forecast rule on the item, which is why the walkthrough sets Forecast - Straight Line. Forecasts can also come from the project's planned time or a forecast rule on the project.
What happens if Create Revenue Plans On stays at Revenue Arrangement Creation?
Plans are created from that event, not from the project, so revenue doesn't follow project progress. That's the default on a new item, and it's why step 01 changes it. The recording doesn't save an item left that way, so check your own account's behavior before relying on it.
