The quick answer
Go to Setup > Company > View Billing Information. On the Billable Components subtab, find the Full Licensed Users row and subtract Current Used Qty from Current Provisioned Qty. In this example that's 8 minus 6, so 2 full user licenses are free. Don't count rows on Manage Users. That list has one row per user and role, and a person with several roles uses one license. To see when the licensed quantity changed, open the Provisioning History subtab.
The screenshots show sample data. The person and company names are fictional. Use your own numbers when you follow the steps.
Before you start
Say a new hire starts next week and needs NetSuite access. If every full user license is in use, saving their access will fail, and you'd rather find that out before you're in the employee record. So check first.
Billing Information is restricted administrative information. In this example the user is signed in as Administrator, and the Administrator role can open it. Other roles may not be able to, and you may not see this menu entry at all.
This guide covers full user licenses, meaning users with a general-access role. Not every role uses that pool. Employee Center, Customer Center, Vendor Center and Partner Center roles, and the Specialized User roles, are tracked on their own component rows. In the screenshots you can see an Employee Center row with its own numbers. Check the row that matches the role you plan to assign. A person with only an Employee Center role uses the Employee Center pool. If the same person also gets a general-access role, they use a full license.
01. Look at Manage Users first
Go to Setup > Users/Roles > Manage Users. The list shows Total: 9, which looks like nine licenses are taken. Read the names, though. Anjali Varkey, Mireille Santos and Teodora Blaine each appear twice, once for each role. Nine rows are six people.
Manage Users lists user and role pairs. It's a fine place to see who has access and with which roles, but it isn't a license count. It can also include roles that draw on other license pools.
02. Read the Full Licensed Users row
Go to Setup > Company > View Billing Information. On the Billable Components subtab, find Full Licensed Users. The ** after the name marks a component that is a key attribute of your service tier.
Current Provisioned Qty is what the account is licensed for. Current Used Qty is what's in use. Here that's 8 and 6, so 2 full user licenses are free for a new user whose role needs one. The 6 in use matches the six people on Manage Users, because every role on that list is a general-access role. NetSuite counts a full license per login identity, normally the user's email address, not per role.
03. Check Provisioning History
If you want to know where the 8 came from, click the Provisioning History subtab. It lists changes to what the account is licensed for, with Change, Cumulative Qty, Change Date and Effective Date.
Find the Full Licensed Users rows. The first one has Change 5 and Cumulative Qty 5 on 03/14/2024. The latest has Change 3 and Cumulative Qty 8 on 02/12/2026. That explains this account's 8. The dates and quantities are this example's. Yours will differ. This is useful when you're reconciling the account against a contract or renewal.
Check the result
- On Billable Components, Full Licensed Users shows Current Provisioned Qty 8 and Current Used Qty 6, so 2 are free.
- The six in use match the number of people on Manage Users, not its Total of 9.
- On Provisioning History, the Full Licensed Users rows show 5 on 03/14/2024 and a change of 3 to 8 on 02/12/2026.
With 2 free, the administrator in this example can give the new hire a general-access role without buying another license. Giving or removing someone's access changes Current Used Qty. It doesn't add a Provisioning History row. The employee needs Give Access turned on with a general-access role before the count changes. Once you save the employee's access, come back to Billable Components and check Current Used Qty again. The count can lag after you give or remove access or make an employee inactive, so don't assume a license is free or taken until it updates. Sandbox and Release Preview accounts can also show different counts from production.
Common questions
What's the difference between Current Provisioned Qty and Current Used Qty?
Current Provisioned Qty is what the account is licensed for. Current Used Qty is how much of it is in use. Each component gets its own row. On the Full Licensed Users row in this example, 8 are provisioned and 6 are used, so 2 are free.
Does a user with several roles use more than one full user license?
No. NetSuite counts a full license per login identity, normally the user's email address, not per role. In this example three people have two roles each, and they use three licenses, not six.
Why does Manage Users show more people than the licenses I'm using?
Manage Users has one row per user and role, so a person with two roles appears twice. Nine rows were six people here. It can also list roles that draw on other license pools, so its Total is never a reliable license count. Use Billable Components instead.
Do Employee Center users use full user licenses?
Not by themselves. An employee with only an Employee Center role uses the Employee Center pool, which has its own row on Billable Components. If that employee also gets a general-access role, they use a full license. Check the row that matches the role you're assigning.
What happens when all the full user licenses are in use?
Saving access for another user fails with a message that adding access exceeds the number of licenses purchased. Check Full Licensed Users before you start. If nothing is free, remove access from someone who left, or talk to your NetSuite account manager about adding licenses.
Does removing a user's access free a license right away?
Don't assume it does. Current Used Qty can lag after you remove access or make an employee inactive. Go back to the Full Licensed Users row and confirm the number dropped before you hand that license to someone else. If the user still has another general-access role, they still use a license.
What does Provisioning History show, and does giving someone access add a row?
It lists changes to what the account is licensed for, such as a contract or service tier change, with Change, Cumulative Qty, Change Date and Effective Date. Giving or removing a user's access changes Current Used Qty. It doesn't add a Provisioning History row.
Why can't I open View Billing Information?
It's restricted administrative information. The Administrator role can open it, and other roles may not be able to. If you can't see it, ask an administrator to read the Full Licensed Users row for you.
